Brian Gardner, B.Sc.
With a core of three very experienced Principals, along with support staff, and with ready access to associate consultant resources to meet specific project requirements, Cascadia Project Services Inc. is uniquely qualified and positioned to utilize its expertise and flexibility to achieve the client's objectives. When we outline a program for an owner, we will jointly establish the appropriate levels of expertise and durations for members of the Cascadia Project Services Team to satisfy the project’s requirements.
Brian Gardner has over 35 years' experience in all aspects of program, project and construction management of large capital projects. His expertise encompasses all the procurement disciplines, including purchasing and contract administration, as well as budget and cost control, schedule control, and engineering and construction management. He was the lead in developing, managing and implementing the corporate procurement mandates and procedures of Pacific Liaicon.
He was the Project Director on the Seymour-Capilano Filtration Project, one of the largest greenfield direct water filtration projects in North America, and the Seymour Falls Dam Seismic Upgrade Project. He was on Pacific Liaicon s advisory team for the BC Hydro project/construction and contracting strategies. Mr. Gardner was the Program Manager responsible for the overall administration the major drinking water treatment initiative in Greater Vancouver, British Columbia of which the filtration plant was the most significant component.
Brian served as Contracts and Purchasing Manager during the planning, design and construction of the International Terminal and Parallel Runway Projects for the Vancouver International Airport Authority. In 2003, Mr. Gardner assumed additional responsibilities for business development, administration and human resources within the Pacific Liaicon Division of SNC-Lavalin. In 2008, he was named Vice-President Infrastructure within the SNC-Lavalin organization in Vancouver, taking on business development and executive leadership for many social infrastructure P3 and DB project pursuits. In 2013, Mr. Gardner accepted an assignment from the Executive VP of SNC-Lavalin to become hands-on involved in a P3 highway project in Calgary, Alberta.
Allan Power, B.A.Sc., P.Eng.
Allan Power has 20 years of experience in the management of design and construction of large multi-disciplinary projects. His expertise encompasses the development of construction schedules and phasing of projects, construction budgets, engineering drawing review and constructability, cost control and change order management, contract negotiations, client stakeholder team building and management, turnover documentation, and engineering and construction management. For the last 10 years, Allan has owned and managed a successful,
award winning design/build Construction Company working on projects in British Columbia, United States and Italy.
Prior to this, Allan worked at Pacific Liaicon and Associates as Capilano Area Manager on the Seymour-Capilano Filtration Project, Project Manager on the Seepage Control Project at the Cleveland Dam, Project Engineer on the East Chevron and East Apron projects at YVR, Project Engineer on the Lightweight coated paper facility project at the Peace River Pulp Mill expansion, and Project Engineer on the New Parallel Runway project at YVR.
Mr. Power was responsible for planning, tendering, contract negotiation, and project completion on these projects. Allan was involved in the day to day management and administration of the project on behalf of the clients. This also involved the co-ordination between the clients and various project stakeholder groups. Allan has gained invaluable experience in managing difficult and complex construction challenges so that there were no impacts on overall construction schedule and project quality. In addition, Allan has also negotiated complex construction claims successfully for his clients.
